1. The national campaign led by the Government of India is covering 4041 statutory towns across India and aims to make the streets, roads and infrastructure clean by October 2, 2019 (Mahatma Gandhi's 150th birth anniversary

2. The mission is estimated to cost around 62,009 crore rupees, of which 14,623 crore rupees will be borne by the Union Government

3. The urban component of the mission is being implemented by the Union Ministry of Urban Development and is India's biggest ever cleanliness drive. Around three million government employees and school and college students of India participated in the event in its initial phase. However, the rural component of the mission will be implemented by Union Ministry of Drinking Water and Sanitation

4. The mission was started by Prime Minister Modi, who, on December 25, 2014, nominated nine famous personalities for the campaign. They took up the challenge and nominated nine more people. Thereafter, it has been carried forward with people from all walks of life joining it. The nine public figures selected by Modi to propagate the mission include:

Comedian Kapil Sharma, Former captain of Indian cricket team Sourav Ganguly, Former IPS officer Kiran Bedi, Padmanabha Acharya, Nagaland Governor Sonal Mansingh, classical dancer Ramoji Rao of Eenadu group and Aroon Purie of the India Today group

5. The goal also includes the elimination of open defecation, conversion of insanitary toilets to pour flush toilets, eradicating of manual scavenging and Municipal Solid Waste Management (MSWM). 

Major components of the goal:

a) Construction of individual sanitary latrines for households below the poverty line with subsidy (80 percent) where demand exists

b) Conversion of dry latrines into low-cost sanitary latrines

c) Construction of exclusive village sanitary complexes for women providing facilities for hand pumping, bathing, sanitation and washing on a selective basis where there is not adequate land or space within houses and where village panchayats are willing to maintain the facilities

d) Setting up of sanitary marts

e) Total sanitation of villages through the construction of drains, soakage pits, solid and liquid waste disposal

f) Intensive campaign for awareness generation and health education to create a felt need for personal, household and environmental sanitation facilities.

This would cover 1.04 crore households, provide 2.5 lakh seats of community toilets, 2.6 lakh seats of public toilets and solid waste management facility for all towns. 

6. History:

With effect from April 1, 1999, the Government of India restructured the Comprehensive Rural Sanitation Programme and launched the Total Sanitation Campaign (TSC).

To give a fillip to the TSC, effective June 2003, the government launched an incentive scheme in the form of an award for total sanitation coverage, maintenance of a clean environment and open defecation-free panchayat villages, blocks and districts, called Nirmal Gram Puraskar.

Effective April 1, 2012, the TSC was renamed to Nirmal Bharat Abhiyan (SBA). On October 2, 2014 the campaign was relaunched as Swachh Bharat Abhiyan

7. A Swachh Bharat Run was organised at the Rashtrapati Bhavan on October 2, 2014. According to a statement from the Rashtrapati Bhavan, around 1500 people participated and the event was flagged off by President Pranab Mukherjee. Participants in the run included officers and their families.

Though it not the first time that Indian government tried to launch the Clean India campaign. In 1999, the government of India launched the “Total Sanitation Campaign” which was later renamed as “Nirmal Bharat Abhiyan” by then prime minister Manmohan Singh. But, his time under the label of “Swachh Bharat Abhiyan” PM Modi made it a national priority. It was an unexpected move, no one could have imagined a prime minister of world biggest democracy will give that much importance to cleanliness. We, Indians kind of used to being a dirty country. Swachh Bharat Abhiyan has made a huge impact on the cleanliness and sanitation scenario in India and the progress statistics of the campaign are improving rapidly. As we speak 31,408,280 household toilets are built, 143,491 villages / 79 districts / 3 states are open defecation free. Higher Manpower

Swacch Bharat Abhiyaan campaign is a national level cleanliness campaign. India is the second most populated country in the world with almost 1.3 billion people. It would need a large amount of manpower so clean and build toilets across all the villages, towns and cities across India.

Higher Cost

To make the  Swacch Bharat Abhiyaan campaign successful the government needs to invest a lot of money to build toilets in the thousands of villages, towns, and cities across India. And to do so it would need a huge amount of money. It would be very difficult to run this campaign for a longer time.

Lower Participation of People

To make such a big campaign successful, people also should be participated. People should do their bit by not littering on streets and public places, avoiding open defecation. But unfortunately, people do not show much willpower to make India cleaner. People should actively take part in the activities and support the cause.

Lack of Infrastructure

Even if the people start using dustbins and stopped littering, there is no proper infrastructure to dispose of the collected garbage. This collected garbage is openly thrown in the dumping grounds. Also, poeple do damage the public property like dustbins placed in the public places. Most of the times the dustbins are overflowed with the garbage. Hence to make  Swacch Bharat Abhiyaan campaign successful it would need better and stronger infrastructure.

No Law Enforcement

Unlike most of the foreign countries, in India littering is not penalized. A person littering the streets cannot be charged with a crime. There should be some legal rules to follow by the people to maintain the hygiene and cleanliness. On the contrary, a large amount of population in India still defecate openly hence it becomes difficult to punish such large amount of people.

So these were some disadvantages and drawbacks who are becoming the obstacles to the successful execution of the  Swacch Bharat Abhiyaan campaign.


Though the in clean India campaign shows amazing results in rural India it will be a far-fetched dream to see a town or village from India to look like a western city or a town. We are dealing with the basic sanitation problems and related infrastructure. The clean India campaign started with government and citizen partnership expectation but now it looks like the only government system is working on it and people somehow left it in the middle. To achieve such Mammoth task it has to be a G2C partnership or else it’s never going to be successful. Government doing their part but the public needs to perform their duties.

In the democracy we get rights, but with forget that these rights come with duties. Somehow we forget our duties towards the nation and agitate for rights only. To make India clean, we, the people need to take initiatives, government alone can not do this. A Bottom to Top approach is also needed to be tried out. A common man, an everyday guy should care for cleanliness and sanitation, not all projects from top get implemented successfully with grass root people. We need to join the hands with them. We need to clean our local roads, society, schools, neighboring public areas etc.

Cleanliness cannot be forced on citizens, many nations like Singapore, Oman have hefty fines for littering on the road or for throwing chemicals, garbage into river or sea. In India, we know that whenever new fine is introduced corruption follows, find not the solution for this problem. (e.g. helmet, seatbelt, traffic signals) The only possible solution is a combination of awareness and practical implementation of it. Citizens and government both need to work on this in tandem.
